A Comparative Study on Designing a National-Level Research and Technology Evaluation Model with Selected Countries in West Asia (Turkey and Saudi Arabia) and Oceania (Australia and New Zealand)

With financial support from the Center for International Scientific Studies and Collaboration (CISSC), the research project titled “A Comparative Study on Designing a National-Level Research and Technology Evaluation Model with Selected Countries in West Asia (Turkey and Saudi Arabia) and Oceania (Australia and New Zealand)” was carried out under a contract between the Iranian Research Institute for Information Science and Technology (IranDoc) and the Center, under the supervision of Dr. Leila Namdarian.

This study aimed to systematically evaluate and compare research and technology indicators across five countries: Iran, Turkey, Saudi Arabia, Australia, and New Zealand. By examining 445 indicators in the areas of scientific publications, human capital, technology, budgeting, and innovation, the study identified patterns, differences, and international best practices to strengthen research and development (R&D) ecosystems.

Key findings highlight that scientific output and research productivity are prioritized across most of the studied countries, while more developed nations—such as Australia and New Zealand—place greater emphasis on intellectual property rights and technology transfer. Through detailed comparative analysis, this research provides a valuable tool for policymakers to update evaluation frameworks in ways that support economic growth and global competitiveness.

Furthermore, with a comprehensive approach, the study offers practical policy recommendations to enhance national research and technology systems. These include developing qualitative innovation indicators, strengthening research-oriented human capital, and improving monitoring systems. The outcomes of this research not only support evidence-based decision-making in resource allocation but also chart a roadmap for alignment with global standards, contributing to the advancement of a knowledge-based economy.
